中国计划加大对国内近300家在线支付企业的监管，包含阿里巴巴集团旗下的金融子公司。

在线支付，也称互联网支付可以用online payment 表示，payment表示支付，settlement也可以表示支付，如外贸支付（cross-border settlement）。

该建议稿一经发布就在互联网上引起了很大的争议，由于其规定了通过第三方支付平台在线买卖的上限（imposes a cap on the amount that can be spent online via third-party payment platforms）。《征求建议稿》指出，使用不包含数字证书、电子签名（electronic signature）在内的两类（含）以上要点进行验证的买卖，单个顾客单日累计金额应低于5000元。
